As one of the core pathways for graduates, the ISS stream showed three key features in this round:

1. Clear regional targeting: Only applicants in the eastern region were invited. Local graduates who secure full-time permanent employment in the region have a higher chance of receiving an invitation. The GTA area was excluded from the screening scope, intensifying competition.

2. Refined employer sponsorship thresholds: Employers must meet qualification requirements (hard criteria such as company size and revenue), and job offers must be full-time. The targeted occupation list is tied to regional labor shortages.

3. Graduation timeline advantage: Compared to the federal EE stream's one-year work experience requirement, ISS allows applicants within two years of graduation to enter the pool directly. Those who qualify are advised to submit materials as early as possible to seize the advantage.

3. Master's and PhD stream trend analysis: A signal of shift from "degree priority" to "employment orientation"

The zero invitations for master's and PhD streams highlight Ontario's tilt toward "actual labor contribution." For students planning to apply through this pathway, a dual strategy is recommended, especially since the reform of master's and PhD streams has been in the air for more than a month or two.
