Small-town immigration to Canada

RNIP closed on 2024-08-31. In January 2025 the federal government launched RCIP and FCIP, and Ontario's OINP Employer Job Offer streams continue to run. This page is for the stage before the paperwork: picking the city, the occupation and the route you will actually land on.

FAQ
Is RNIP still the programme to look at?
No. As of 2026-03-24 RNIP has been closed since 2024-08-31 and no new applications are accepted. What is worth your time now is RCIP and FCIP, launched in January 2025, plus Ontario's OINP Employer Job Offer streams.
Is RCIP open right now?
Yes. Canada.ca currently marks the Rural Community Immigration Pilot as Open, with fees from CAD 1,525. The route runs through a designated employer and a community recommendation — it is not an ordinary PR application you file on your own.
Which northern Ontario cities are worth focusing on?
The RCIP communities IRCC announced on 2025-01-30 include North Bay, Sudbury, Timmins, Sault Ste. Marie and Thunder Bay. For lakebbs readers, Sudbury and Thunder Bay are the two with enough on the site to compare jobs and living costs properly.
Do these routes require a job offer?
Mostly yes. RCIP and FCIP both require a valid offer from a designated employer, and OINP's Employer Job Offer streams start from an employer offer too. Without one, the work to do is occupation matching and approaching employers — not filing a PR application.
How much in settlement funds does RCIP ask for?
Per IRCC's RCIP table updated 2025-07-29: CAD 10,507 for a single applicant, CAD 13,080 for a family of two and CAD 16,080 for three. If you are already working in Canada on a valid work permit, RCIP generally does not ask for proof of funds.
