How many designated employers does Thunder Bay RCIP have?

CEDC's current list has 478 designated employers. 407 of them can be used for a 2026 RCIP application; the other 71 are still designated but fall into the business types excluded from the 2026 pilot (gas stations, convenience stores, fast food, counter-service restaurants), so they cannot support a recommendation this year. Of the 407 usable employers, 17 are flagged by CEDC as currently not hiring.

How should this list actually be used?

Most people use it to check whether their own boss is on it. Read the other way round it is worth more. First, as a targeted application list: pick the employers in your line of work and apply directly — they have already completed the training and the eligibility check, so they know what RCIP is and are willing to use it. Second, check the NOC before you talk immigration: an eligible employer does not mean an eligible job, and 2026 has only 25 priority NOCs, some already capped. Third, watch the job posts on lakebbs — postings from employers on this list are tagged 🍁RCIP automatically.

Does being on this list mean I can get an RCIP job offer?

No. The list only means the company is eligible to recommend a foreign worker through RCIP. It doesn't mean they have a vacancy, and it doesn't mean their vacancy falls into this year's 25 priority occupations. The order to check is: employer on the list → role is a priority NOC → that NOC's quota isn't exhausted → the role is full-time and non-seasonal. All four, or it doesn't count.

What do the employers marked in red mean?

CEDC marks "currently not hiring" in red in the PDF. This page turns those 17 into a "Not hiring" badge, and you can hide them with the checkbox. The status lags reality, so check the employer's own careers page before you decide anything.

Can the list be browsed by industry?

The official PDF has two columns — company name and address — and no industry. This page sorts the 407 usable employers into 13 groups (food service, health and dental, construction, hotels, automotive, transport and so on), collapsed by default. Most are obvious from the company name; the ones that aren't — "Nook", "Giorg", "Lot 66", "HPG" — were looked up one by one in their own websites or business directories rather than guessed. Note that these groups are not CEDC's six priority sectors: the official sectors are derived from your role's NOC, not from what the employer does. An accountant at a sawmill scores under business and finance, not manufacturing.

The company I want to work for isn't on the list. Now what?

Have the employer apply for designation — the most commonly missed route. Designation is applied for by the employer, approved by CEDC, and free at every step. The employer emails [email protected] describing the business; CEDC confirms eligibility, discusses their hiring needs, and sends the training links and the application form, then issues a Confirmation of Designation. The business has to satisfy 6 conditions: Operating continuously in the Thunder Bay CMA for 2 years under the same management. At least 75% of the business's work happens inside the Thunder Bay CMA. Completing CEDC's mandatory onboarding and intercultural competence training. Committing to help the recommended applicant settle. Agreeing to be listed publicly on CEDC's designated-employer list. Complying with employment law, with no municipal penalties outstanding. Most small local businesses that have been in Thunder Bay a few years already qualify. If you already work somewhere local and your employer wants to keep you, forward this paragraph — plenty of employers simply haven't heard of the pilot.

Which businesses can't use RCIP in 2026?

CEDC excludes four types outright: gas stations, convenience stores, fast-food establishments and counter-service restaurants. In the official PDF these 71 appear under "Business Designated, but currently excluded from 2026 RCIP" — they are still designated employers (most were approved in 2025), but cannot support a recommendation this year. This page keeps them in the "Excluded in 2026" tab, grouped into gas stations, convenience stores and fast food. The trap: these businesses are still hiring, will still give you an offer, and you will still find them on the designated-employer list — but CEDC will not process the application. Confirm the business type before you sign anything.

How often is the list updated?

CEDC describes it as continuously updated; in practice a new PDF appears about monthly, with the date in the filename. This page is parsed line by line from that PDF and updated with it, and the original is always linked at the bottom. Check the official file before any decision that matters.
